Williams proposed a number of tactics for disrupting the Derby. Tactics such as “drive-ins,” during which activists would flood the streets around Churchill Downs with their own cars, driving as slowly as possible in order to create a traffic snare that would prohibit horse owners from getting their mounts to the post in time. He also advocated that, once the race started, a group of protesters actually move onto the track and hold a sit-in on the stretch in order to stop the race altogether.
